Did you load coupons to your Randalls card? Sometimes that is why. OR check the VERY last page of coupons.com and likely it is there!
I didn’t load coupons in my Randalls card, and I check the last page of coupons, and the coupon was there, but it says “limit reach” when I only printed once 🙁

When shopping Kroger on my last two visits, I noticed that the register is now scanning coupons while it is also taking off ecoupons that are on my Kroger card. Have they changed their policy or just a fluke accident, twice?

I’ve heard that if you give them your card last they will also take off the e coupons+manufacturer’s coupons. Have you noticed them wanting your card first lately? I always get asked for my card first them coupons last so maybe this is why?
They ask because they have to make sure they take the discounts off or people get mad. The coupons are not supposed to stack because it is actually coupon fraud because the ecoupons are manufacturer coupons as well and you are double dipping.
